The Agency estimated in its Regulatory Impact Analysis that 16 percent of new registrations are submitted through paper applications.
Those without access to the Internet may use third-party permitting service providers. Many organizations also provide free or low-cost access to the Internet, including public libraries, community centers, and kiosks at trucks stops and travel centers.
