The Agency estimated in its Regulatory Impact Analysis that 16 percent of new registrations are submitted through paper applications.

Those without access to the Internet may use third-party permitting service providers.  Many organizations also provide free or low-cost access to the Internet, including public libraries, community centers, and kiosks at trucks stops and travel centers.

On January 17, 2017, FMCSA published a Federal Register notice suspending the January 14 and April 14, 2017 URS effectiveness dates.
