When does the Unified Registration System (URS) rule go into effect?

There are multiple effective dates for this rule.
- On November 1, 2013, (1) the new enforcement provisions for failing to file biennial updates according to the schedule in 49 CFR 390.19(b)(2), and (2) a prohibition on operating with an inactive USDOT Number took effect.
- Beginning December 12, 2015, new applicants (defined as an entity who does not have, and has never had, an active USDOT number) are required to use the new online application when requesting registration and a USDOT number.
- On January 17, 2017, FMCSA published a Federal Register notice suspending the January 14 and April 14 2017 URS effectiveness dates for the following:

- All entities must process new applications and updates to existing records using the new online application. FMCSA will not accept paper forms or faxes and will discontinue the use of MC/FF numbers.
- The requirement for all existing private and exempt carriers to provide evidence of financial responsibility (insurance filings and surety bonds/trusts) and process agent designation (BOC-3) will take effect. New applicants will begin providing this information as soon as URS takes effect.
